One-Year Window of Opportunity Provision (IMM 5578)

Overview

​

Use this guide if you want to submit an application under the One Year Window (OYW) of Opportunity program. This is possible based on a provision of the Immigration and Refugee Protection Act that assists with the reunification of family members for recently resettled refugees.

​

Under this program, you (the permanent resident who arrived in Canada as a resettled refugee) can bring to Canada family members who were part of your permanent residence application abroad but could not travel with you to Canada.

​

In the context of the OYW process, the principal applicant (PA) is the family member abroad you want to bring to Canada.

There is no fee to pay under the OYW program.

Sponsorship Agreement Holders to privately sponsor refugees

This guide was revised on November 1, 2023. It includes changes to the sponsorship forms, new requirements for sponsors under the Program Integrity Framework which are effective immediately, and information on submitting applications online through the Permanent Residence portal.

Changes to forms:

  • Different sponsorship forms and supporting documents are required under each risk management plan (A, B, or C) (see Document Checklist: sponsorship forms).

  • New optional Sponsorship Agreement Holder (SAH) Change of Contact Form (IMM0193) to make changes to representatives or contact information. 

  • Settlement Plan for SAHs in plans B and C is now part of the Sponsorship Undertaking – Sponsorship Agreement Holders (SAH) (IMM 5373).

  • All Settlement Plans now include an expanded settlement checklist that lists all required tasks and the time period they should be done.

  • All sponsorship forms can now be signed through digital signature.

Changes to requirements:

  • Cases submitted as of January 1, 2024 may be randomly selected for pre-arrival verification, which requires sponsors to submit proof of funds and inform IRCC of any changes to their Settlement Plan (applies only to plans B and C)

  • New Post-arrival Support Requirements for Private Sponsorships

    • This guide explains what support sponsors need to provide and when. It consolidates and clarifies existing requirements and addresses gaps in areas such as timelines for providing support.
